If greater individual freedom and personal decision-making are to be achieved in the 21st century, if men are to have more opportunity for mutual gains from trade of all types, they must also have the freedom to move, travel, work, reside, and retire where and when they want. The ideal must be for a world without passports, without immigration forms, without border guards and watch-dogs determining where we are allowed to be and for what purpose. Without such freedom of movement, real and complete freedom for man will never be attained. According to the Universal Declaration of Human Rights (1948) all people are entitled to the recognition of inherent dignity and certain inalienable rights, which are the "foundations of freedom and justice in the world." Freedom of movement is part of the "liberty of man" (Jagerskiold) thus making it one of the most basic human rights. Article 13 of the Universal Declaration of Human Rights stipulate: Everyone has the right to freedom of movement and residence within the borders of each State.
